Aquiring Business Licenses & Permits

The type of business you wish to start, as well as the location of that business, will determine which licenses and permits required in order to be in compliance with City, State and Federal Law.  For example, the members of certain professions, attorneys, doctors, accountants, and many contractors are required to have professional licenses to practice.  However, other businesses may require licenses and permits in order to operate in their given field.  The guide below, adapted from a form provided by the City of Tucson, is merely a general list of issues for consideration, and locations to obtain information to assist in beginning the process of acquiring the proper licensing for your new business.   As stated by the City of Tucson, the following checklist will be applicable to the majority of businesses seeking Occupational, Business Privilege or Liquor Licenses to operate within the City of Tucson.

    ·         Business Licensing Section of the City of Tucson  791-4566 or www.tucsonaz.gov 
    ·         State of Arizona:  Department of Revenue (800) 634-6494 or  www.azdor.gov

1.       If your business is located within the city limits of Tucson, or does business within the city limits, you will require a City Business License;  
    ·         Call the City of Tucson, Finance Department, Revenue Division at 791-4566 or go to www.tucsonaz.gov to request forms and/or information.
2.       If your business is operated out of your home located within the city limits, you will need a permit for Home Occupation;  
    ·         Call the City of Tucson, Finance Department, Revenue Division at 791-4566 or go to www.tucsonaz.gov to request forms and/or information.
    ·         Call the Planning Department at 791-5550 or go to www.tucsonaz.gov/planning for information on compliance.
3.       If any construction or tenant improvement is required at the business site, you will need a plan review, permit and certificate of occupancy;
    ·         Call the Developmental Services Department at 791-5550.
4.       If your business location has not previously been used for your type of business, you may need plan review, permit and certificate of occupancy;
    ·         Call the Developmental Services Department at 791-5550.
5.       To determine whether your business must conform with an area plan, parking or zoning requirements:
    ·         Call Planning and Zoning at 791-5550 or go to www.tucsonaz.gov/planning
    ·         Call Zoning Review at 791-5608

6.       If you intend to serve or sell liquor, you will need a State liquor license;
    ·         Call Arizona Liquor Licenses and Control at 602-542-5141 or go to www.azliquor.gov
7.       If you intend to prepare or sell food you will need to comply with health code regulations and get the appropriate permits and licenses;
    ·         Call the Pima County Health Department at 243-7770.
8.       If you intend to engage in manufacturing you will need to comply with government environmental regulations;
    ·         Call the Pima County Department of Environmental Quality at 243-7400 or go to www.deq.pima.gov
9.       If you intend to have employees you will need to complete appropriate tax and insurance forms;
    ·         Call the Arizona Department of Revenue at (800) 634-6494 or go to www.azdor.gov  
    ·         Call the US Internal Revenue Service at (800) 829-1040 or go to  www.irs.gov  
10.    If you will be selling items, you will require State sales tax, use tax, withholding tax, wholesale tobacco tax or other tax compliance identification numbers and information;
    ·         Call the Arizona Department of Revenue at (800) 634-6494 or go to  www.azdor.gov  
11.    If you intend to act as a general or sub-contractor, you will need appropriate licensing and permits;
    ·         Call the Arizona Registrar of Contractors at 628-6345 or 1-877-MY AZ ROC or go to  www.rc.state.az.us
12.    If you will be retailing, wholesaling, brokering, auctioning, manufacturing/distributing, titling, transporting or recycling vehicles:
    ·         Call the Arizona Department of Transportation at (602) 712-7355 or go to www.azdot.gov
13.    If you need commercial drivers license information, title and registration or insurance information: 
    ·         Call the Arizona Department of Transportation Communications Unit at (602) 712-7355.
14.  If you will be using or storing hazardous materials:
    ·         Call the Tucson Fire Department Fire Prevention Division, 265 S. Church Ave., at 791-4014 or go to www.tucsonaz.gov/fire for information on major hazard categories.
    ·         Call the City of Tucson, Finance Department, Revenue Division at 791-4566 or go to www.tucsonaz.gov for more information and/or permits.
    ·         Call the Business License Section at 791-4566 or go to www.tucsonaz.gov for more information and/or the required Hazardous Materials Inventory Statement Sheets.
15.    If you intend to form the business as a corporation, limited liability company, or limited partnership, you will need to comply with statutory regulations and filings;
    ·         Call the Arizona Corporation Commission at 628-6560 or contact an attorney.
16.    If you intend to open a business bank account, you will need an Employer Identification Number (which is required in many cases even if you business will not be hiring employees);
    ·         Call the US Internal Revenue Service at (800) 829-1040 or go to www.irs.gov
17.    If you require federal tax forms or information:
    ·         Call the US Internal Revenue Service at (800) 829-1040 or go to www.irs.gov
18.    If you require property tax information:
    ·         Call the Pima County Assessor’s Office at 740-8630 or go to www.asr.pima.gov (click on “data”) for more information.
19.    If you would like to protect your trade name, “doing business as” name or company slogan, you will need to complete an Application for Trade Name, Trademark, or complete a Certificate of Fictitious Name;
    ·         Call the Arizona Secretary of State at (800) 458-5842 or go to www.azsos.gov 
    ·         Call the Arizona Corporation Commission at 628-6560 or go to www.cc.state.az.us 
    ·         Or you may contact an attorney to handle it for you.

20.    If you intend to install a sign on or in front of your place of business:
    ·         Call the Sign Department at 791-5607 or 837-4975.
21.    Unless otherwise prohibited by Tucson City Ordinance, an Occupational Business License, Business Privilege License and Liquor License may be issued before all of the above steps have been completed. 
    ·         Call the Business License Section at 791-4566 or go to www.azliquor.gov to determine what fees will be required.
